SAT Market Pulse - July 2026
SAT REAL ESTATE | MARKET INTELLIGENCE | JULY 2026
Ready demand strengthened as off-plan share eased.
Reporting period: 1–31 July 2026 | Research verification date: 23 August 2026
July improved modestly. The more important change was where the improvement came from.
Dubai registered 12,599 home sales worth AED 21.4 billion in July. Sales volume rose 2.0% from June and registered value increased 0.6%, extending the recovery from May without returning to the unusually high activity seen a year earlier.
Ready-home transactions drove the monthly increase. Completed-home sales rose 21.5% to 3,330, while off-plan sales eased 3.6% to 9,269. Off-plan remained dominant at 73.6% of July home sales, but its share fell from 77.8% in June.
For SAT, July is less a story of a market turning in one direction than a reminder that liquidity is moving differently across segments. Buyers remained active in new projects, while recent evidence also deepened in several established resale markets.

What Changed This Period?
01 — Ready Property Added the Monthly Growth
Ready-home sales increased by 590 registrations in July, more than offsetting a 345-sale decline in off-plan activity. The increase was concentrated rather than uniform: Al Barsha South Fourth — the DLD administrative area covering much of JVC — added 168 ready sales; Marsa Dubai added 67; Al Merkadh added 55; and Burj Khalifa / Downtown Dubai added 49.
SAT Interpretation. The deeper ready-market evidence matters because completed property is negotiated against what can already be observed: recent transactions, current competing stock, rent and building performance. A stronger month in ready sales does not mean ready property has overtaken off-plan; it means the balance of liquidity moved slightly toward completed stock in July.
Investment Relevance. Investors comparing ready assets in active communities now have a larger pool of recent transaction evidence. That can improve price discipline, particularly where similar units are competing for the same buyer.
02 — Off-Plan Remained Dominant, but the Share Eased
Off-plan accounted for 9,269 July home sales, equal to 73.6% of activity. That remains a dominant share, but it was lower than June’s 77.8%. Twenty-eight DLD project numbers recorded their first off-plan sale during July; together they generated 953 registrations worth AED 1.27 billion.
SAT Interpretation. The reduction in share is not evidence that off-plan demand disappeared. It shows that ready activity strengthened faster during the month while buyers still had a very broad field of new and existing off-plan inventory to compare. A total of 873 project numbers recorded at least one off-plan home sale in July.
Investment Relevance. A large choice set increases the importance of entry price, developer execution, future competing supply and the market expected at handover. Launch activity alone is not an investment filter.
03 — Transaction Value Fell Much More Than the Citywide Price Indicator
Against July 2025, home-sales volume was 25.5% lower and registered value was 40.5% lower. The citywide median price per square foot, however, was only 0.6% lower at AED 1,680.
SAT Interpretation. The gap shows why transaction value should not be read as a citywide price index. July contained fewer transactions and a lower-priced sales mix. Seventy-eight percent of home sales were below AED 2 million, while transactions above AED 10 million represented only 1.2% of volume but 15.2% of value.
Investment Relevance. The relevant comparison remains asset-specific. A citywide median cannot tell an investor whether a particular launch, building or villa is correctly priced.
SAT Market Signals
Demand
Monthly activity improved, but July remained materially below July 2025. The ready segment provided the incremental growth.
Pricing
The citywide median AED/sq ft was broadly stable year-on-year, while transaction mix shifted toward lower price bands.
Supply
Twenty-eight project numbers entered DLD sales history in July; active off-plan inventory remained spread across hundreds of projects.
Income
New rental activity increased, but area-level rent evidence moved in different directions rather than showing one Dubai-wide trend.
Liquidity
Ready-home sales strengthened most visibly in JVC, Marsa Dubai / Marina, Al Merkadh and Downtown.
Segment Intelligence
Off-Plan
Off-plan continued to dominate home sales, but July’s 73.6% share was lower than June. The median off-plan sale price was AED 1,731 per sq ft versus AED 1,341 for ready homes. SAT does not read that gap as a direct premium for “better” property; it reflects differences in location, age, unit size, specification and what happened to sell during the month.
Ready / Secondary
The completed-home market recorded its strongest monthly contribution to 2026’s recovery so far. JVC alone added 168 ready registrations versus June, while Marsa Dubai / Dubai Marina and Downtown also recorded meaningful increases. The stronger evidence base improves comparison, but building-level quality and seller pricing still determine whether the opportunity is compelling.
Rental
A DLD-derived July rental review reported 40,556 new contracts, up 3.8% from June. Area medians were mixed: JVC, Dubai Creek Harbour and Dubai Marina were flat on annual apartment rent; Dubai South moved higher; Business Bay and Palm Jumeirah were softer. Downtown’s annual median rose while its rent per sq ft edged lower, a useful reminder that unit mix can distort headline rent changes. SAT’s rental reading for July is therefore selective rather than directional: leasing activity remained deep, but the evidence did not support one uniform rent trend across Dubai.
Policy & Market Structure
Dubai Land Department launched Flexi Rent on 23 June 2026 with participating property owners and managers. The initiative allows monthly, quarterly and semi-annual payment options for eligible units under the participating partners’ policies.
SAT Interpretation. The important point is not the existence of another rental initiative. It is whether greater payment flexibility changes leasing velocity, tenant affordability, renewal behaviour or landlord cash-flow patterns over the coming periods. July is too early to attribute market-wide rental movement to the programme.
What Matters Next
Ready-Market Share
Whether July’s stronger completed-home activity carries into August or proves to be a one-month mix shift.
Off-Plan Competition
Whether launch and project breadth continues to absorb buyer capital without widening discounts or incentives.
Handover Absorption
How efficiently newly completed stock moves into occupancy, leasing or resale rather than simply increasing visible inventory.
Rental Divergence
Whether the July split between Dubai South, stable apartment markets and softer premium/central locations persists.
The SAT View
July did not produce a simple “stronger” or “weaker” market. It produced a more useful signal: completed-property activity strengthened while off-plan remained dominant, and citywide price-per-square-foot movement was far more stable than the drop in total transaction value suggested.
That combination increases the value of comparison. In off-plan, investors have a broad project universe and need stronger discipline around entry price and handover competition. In ready property, a deeper pool of recent transactions gives buyers more evidence for negotiation and asset-level analysis.
The market is becoming less useful as a single headline and more useful when separated by location, asset, completion cycle and buyer depth.
The implications become clearer when viewed against the specific asset, location and investment strategy.
